The International Blind Sports Federation (IBSA) has partially suspended Russia and Belarus for a two-year period, emulating the International Paralympic Committee (IPC).

The decision came following the IPC General Assembly in Bahrain last month where the global governing body voted by 90 to 56 to do the same.

This means that both NPCs lose IPC membership rights, but their athletes can compete as individual neutrals at next year's Paralympics Games in Paris.

"Following the decisions of the IPC General Assembly in Bahrain concerning the NPCs of Russia and Belarus, the IBSA Executive Board met in a special session on Thursday 12th October 2023," read an IBSA statement.

"The IBSA Executive Board confirms that it will respect and uphold the decision of the IPC General Assembly, recently held in Bahrain, to partially suspend its IBSA members, Russia and Belarus for a period of the next two years.

"The IBSA Executive Board further agreed to support the IPC decision to allow neutral, individual Para athletes from Russia and Belarus to compete in Paris 2024 and other IPC sanctioned events subject to a verification process of neutrality in the form of a protocol agreed by the IPC Governing Board at the end of October.

"The IBSA Executive Board also determined that it would wait until the IPC verification protocol is published before it decides how it might apply, or adapt the IPC protocol within its own IBSA sports."

The participation of Russian and Belarusian athletes is subject to them meeting conditions set by the IPC Governing Board, and also covers major events in the six sports still governed by the IPC - athletics, dance sport, ice hockey, powerlifting, swimming and shooting.

The RPC and NPC of Belarus can appeal the decision to the IPC Independent Appeals Tribunal. 

Both Russia and Belarus' NPCs had been suspended at last year's Extraordinary General Assembly in Germany's capital Berlin, but an appeal was upheld on a "technicality" earlier this year which meant the matter returned to the General Assembly in Manama.
