Records seen by insidethegames suggest that as of July, as many as 72 entities still had unpaid fees.

The matter has acquired added significance since it emerged this week that C K Wu, the AIBA President, is set to be challenged for the role by Paul King, chief executive of the Amateur Boxing Association of England.

The Congress - originally planned for Busan, South Korea - will take place in Almaty, Kazakhstan, with the vote for the presidency scheduled for November 2.

Asked about the situation, AIBA said it would not be publishing the list of countries which had not paid their membership fees as this was "an internal matter".

However, it would be adhering to AIBA rules "in that countries who have not paid their annual membership fees are not eligible to attend the Congress".

An eventful final quarter is in prospect for the body, with the inaugural season of the ground-breaking World Series of Boxing also scheduled to get under way in November.
